The Failure of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Immense energy is devoted on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a capability provided through current data. From witness perspectives, military aircraft that had been deployed to intercept incoming cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, protecting urban areas from catastrophe and another blackout.

Ongoing Risks

Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – almost certainly imported technology. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are demonstrably unable to fill in the near term.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This trend will, undoubtedly, continue.

Political Considerations

It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. US administration functions according to a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's south or east.

The issue is that while acknowledging this situation, Washington does nothing to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its advantage.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
